Tripura High Court Stays Human Rights Commission Proceedings Against NLU Tripura Registrar Over Anonymous Complaint

Agartala, September 15, 2026: The Tripura High Court has stayed further proceedings initiated by the Tripura Human Rights Commission (THRC) against Nachiketa Mittal, Registrar of National Law University Tripura, in connection with an anonymous complaint.

The matter came before a Division Bench comprising Chief Justice M.S. Ramachandra Rao and Justice Biswajit Palit in W.P.(C) No. 646 of 2026. The petition challenged the proceedings initiated by the Human Rights Commission against the NLU Tripura Registrar.

The High Court, while granting interim relief, raised a prima facie issue concerning the maintainability of proceedings based on an anonymous complaint under Regulation 9 of the Tripura Human Rights Commission Regulations.The Court has consequently stayed further proceedings in the matter. The interim order comes as the High Court examines whether the Commission was justified in entertaining the complaint and proceeding against the petitioner.The case raises an important question concerning the procedural safeguards governing complaints before a Human Rights Commission, particularly where the complaint is anonymous.Further proceedings will depend on the Court’s consideration of the issues raised in the writ petition.
